When is an Auditor not an Auditor?
WHEN IS AN Auditor NOT AN AUDITOR?
That’s a curious question, isn’t it? You would think that persons calling themselves “auditors” have something to do with the auditing profession.
One of the big-party candidates for the office of Auditor of State would like you to think so. He touts his audit experience. Awhile ago, he was indeed an auditor of sorts – a county auditor, that is. There could not be a bigger difference between a county auditor [the term is a relic from the 19^th century] and the state auditor.
The _state_ auditor has these specific duties:
§ 117.10 Ohio Revised Code [ORC]: The auditor of state shall audit all public offices as provided in this chapter. The auditor of state also may audit the accounts of private institutions, associations, boards, and corporations receiving public money for their use and may require of them annual reports in such form as the auditor of state prescribes.
§ 117.11 ORC : In the annual or biennial audit, inquiry shall be made into the methods, accuracy, and legality of the accounts, financial reports, records, files, and reports of the office, whether the laws, rules, ordinances, and orders pertaining to the office have been observed, and whether the requirements and rules of the auditor of state have been complied with.
On the other hand, chapter 319 of the Ohio Revised Code provides that a _county_ auditor really has 2 main duties: assessing real, tangible personal, and public utility property taxes; and keeping the books and records of the county [which is a bookkeeping function, not an auditing task].
The Auditor of State is a truly professional auditing organization which applies all the principles and practices of the private sector auditing profession in conducting its audits. The Auditor of State, in turn, should be a fully qualified professional auditor.
WHEN IS AN AUDITOR NOT AN AUDITOR? When It’s *An auditor in name only!*
Don’t be misled by big-party propaganda. Sometimes, an auditor is NOT an auditor.
