Mike Howard's Biography

L. Michael Howard, CPA

Mike is an independent governmental accounting and auditing consultant with his own CPA firm, a position he assumed upon retirement from the Ohio Auditor of State's office after a career spanning almost 28 years. His last position was as Chief Auditor for Accounting and Auditing Support for the Auditor of State and he held various other audit management positions in his tenure with the Auditor, including supervising the municipal and school audit divisions. Prior to joining the Auditor, he was a staff auditor with a then-Big 8 international accounting firm and a manager with a local CPA firm. He has been a professional auditor since 1973 and a CPA since 1975.

Mike has an undergraduate degree in accounting cum laude and a master of arts in public administration, both from The Ohio State University.

In 2004, Mike was appointed to the AICPA's [the American Institute of Certified Public Accountants, a national professional organization] to its newly formed Governmental Experts Panel. In 2007, Mike was asked by the AICPA to update the AICPA's audit guides, State and Local Governments and Government Auditing Standards and Circular A-133 Audits, and to write the 2007 version of the State and Local Government Audit Risk Alert. In 2008, Mike again was asked by the AICPA to update the AICPA audit guide, State and Local Governments.

He served on 3 national Governmental Accounting Standards Board (GASB) Task Forces (GASB 9, GASB Implementation Guide for Statement 14, and GASB Implementation Guide 1 for GASB 34) and is a reviewer for the annual GASB Comprehensive Implementation Guide.

Mike is a long-time resident of Westerville where he lives with his wife of more than 30 years, retired school teacher Diane, and 2 black cats, Fred and Ginger. His hobbies include ballroom dancing, bicycling, and playing guitar.
